It means that, let's say you come to this country from Peru or X-Country, you are non-native in the birth sense, then you have kids, they have kids, this is the second generation. By this time, assimilation in most its facets has ocurred; culturally, linguistically, etc. as we see with most of the early european immigrants that migrated to this country.

First generation are the ones born in a foreign nation and then moved to the USA. They often do not speak English or if they do, speak it poorly.
Second generation are the children of the first generation, born in the USA and are citizens. They speak English and often the language of their parents. They are bi-cultural as they are heavily exposed to their parents culture at home and the American culture at school.
Third generation are the children's children. They speak English and seldom the language of their grandparents. This is the first generation that you can count on not to have divided loyalties as they are almost entirely raised in the American culture.
Illegals are none of these because while they say they want to live here, they stick with their own language, wave their own flag and have no problem with the fact they are criminals just being here.
