Marriage while in Deportation proceedings is not recognized by USCIS (For USA).
Depends on your state of residence, but go to the county courthouse and apply for license. Then just do it, quickest is before the local justice of the peace, though many judges can perform the civil ceremony.

If he ends up leaving, you can marry him in Turkey. He can then get a US visa maybe in 6-12 months later.
