Can anyone give a good answer about immigration?

When I ask how the leaders (I guess that is who lets people into countries) decide how many immigrants per year to put a cap on, please do not say "they roll a dice and add six zeroes", even though our "leaders" aren't the most brightest of people in the world I'm sure they look over certain factors and decide how many immigrants a year is enough and won't overwhelm the host population. (Although if they do consider the number of immigrants on factors such as that, it has surely failed in the Southwest United States). Anyway, here are some current migration statistics of certain countries.

USA 3.05
Canada 5.79
UK 2.17
Italy 2.06
France 1.52

Why is there a variation? Is the number of immigrants set by a percentage of the population or do they just allow whoever to come in??

In the US, it is whoever can sneak in along with the normal immigrants.
A number of factors come into play in deciding how many from each country is allowed. For example,

1. Number of previous legal immigrants from that country;
2. Political influence of a country here in the USA (for example, Israel and Ireland has greater political influence then say Liberia, the same for Cuba);
3. Trade agreements (Canada has a larger allowed immigration then Mexico under NAFTA);
4. World opinion (Iraqi getting special treatment);
etc.
Immigration is usually linked to unemployment and skills shortages. In mature economies such as the US and the UK immigration is usually fairly high as unemployment is low so immigration is necessary for economic growth.

In countries with high unemployment, China etc. immigration is not so necessary. In terms of skill shortages. If the supply of workers within a specific proffession within a country's own population falls below demand then immigration authorities will actively seek immigration for these skills.

The difference between countries is simply because some countries need less foreign workers than others!

I would guess because the different countries have different populations,&different amounts of land available to use for hoiusing and jobs. But it is just a guess.
They don't like you , but they want to live near you and be like you. They want to walk into a country already built up and take it over instead of building and improving their own country
The honest answer is that it is a result of negotiation and political pressure at the time the question is decided. There are so many studies that can be marshalled 'on each side' and so many people who will always want more/less immigration, that the numbers are pegged by negotiation in the legislative process. If a country feels 'too many' have been coming at the time the law is negotiated, the number will be fewer, if the country feels 'there are not enough visas' the number will be higher. If there is a lot of illegal immigration on top of the legally allowed visas, it goes to the feeling of 'too many' coming, and drives the allowed amount lower. Then, the culture of the country towards foreigners counts, as well.

You are looking for some 'scientifically correct' answer, but there isn't one. It depends on the needs and desires of the host country, and how much pressure it already has on its schools, services, and wages.

I disagree with your numbers from what I have read, though, I understood the US was higher than that. Do you have a link?
