I don't know of any agency which helps with all countries. The best thing to do is contact the Embassies of countries you're interested in. Another route is to get a job and a visa for a country and then later apply to become a citizen. In Britain I think this can be done after you have lived and worked in the UK for 5 years. Don't take the illegal route. It really isn't worth it. You can pay a lot of money and get nothing or you get to a country but then are unable to ever make the move from illegal to legal.
