Grandmother from Newfoundland?

My mother's grandmother was a permanent Newfoundland resident in the early 80's before she died, is my mother able to apply for UK or Canadian citizenship because it's part of the commonwealth?

Answer:
no
Nope... Where your ancestors come from has no weight with the Citizenship office.

You can't get UK citizenship if you're born in Canada either.
