There is no way to know when retrogression will move. According to the visa bulletin, there is a good chance that visa numbers that have retrogressed will become unavailable next month. So you are probably in for a good long wait, possibly longer if a bill is passed with no provision to increase visa numbers. Take a seat and pack a lunch. This will take awhile.
I agree with DAR, but I would have your parents look into non-immigrant work visas, like H1b.

I feel for you but I don't know any way to speed this up. You might get in touch with uscis.gov (I'd have gone there first to begin with) or speak to an immigration attorney. Often the first consultation is free.
PS have you thought of student visas for your brother and yourself, separately? Since they are 'non resident' visas they may be easier to get. Mind you there are strict rules on being able to work (on campus) under student visas.
