Is this Native American Chief right regarding immigration?

Reader's Digest (dated Feb. 1962), came across this reprint from the

Washington News, and found it quite interesting in light of our current debates. The quote reads: Vice President Lyndon Johnson received the following message from a Native American Indian Chief on a reservation: "Be careful with your immigration laws. We were careless with ours."

Answer:
I've been watching Y!A and found that Native Americans are upset over illegal Immigrant coming over here. The illegal immigrants have been very disrespectful to them as well. They keep posting message that, America stole this land from the Mexicans, and gets really abusive when they Native Americans state that originally it was their land. I kind of understand why they would want to come, since the majority of us are children of immigrants. The problem I'm seeing other than pay, legal, and work condition problems is that this new batch of immigrants seem to want to change our culture rather than to accept American's. I heard its world wide problem, since Muslim immigrant refuse to merge into the culture of their European host. I always believe that culture is a rule of a community to help everyone get along better. We can't have two sets of rule for one society. I don't mind if they have their own thing, but our culture should take priority. I got made when a coworker pushed me and when I complained my union rep said that this was acceptable behavior in his culture and the EEO officer passively accepted it.

That's a funny line. And yes, he's right, he kind of has the right to say whatever he wants due to the fact that europeans came over and essentially committed genocide on the native americans.
No he was wrong. Native Americans were right to not have any immigration laws. That is the way it should be.
Which he means is that the United States could fade as the Indians Nations back then. He got a point.
