i've heard before that people who are scared or "terrified"
to go back to their country, can ask for a Visa in the U.S.

I think what you are referring to is getting refugee status or seeking asylum. A refugee is any person who is outside his or her country of nationality who is unable or unwilling to return to that country because of persecution or a well-founded fear of persecution. Persecution or the fear thereof must be based on the alien’s race, religion, nationality, membership in a particular social group, or political opinion. People with no nationality must generally be outside their country of last habitual residence to qualify as a refugee. Refugees are subject to ceilings by geographic area set annually by the President in consultation with Congress and are eligible to adjust to lawful permanent resident status after one year of continuous presence in the United States.
Someone seeking asylum is an alien in the United States or at a port of entry who is found to be unable or unwilling to return to his or her country of nationality, or to seek the protection of that country because of persecution or a well-founded fear of persecution. I haven't heard that - sounds like you are talking about asylum. Doesn't always happen and it shouldn't. Many people claiming asylum are just making an excuse to stay because they don't have a legal leg to stand on.
it's called political asylum, but it's difficult to get. You have to prove you would be jailed or tortured due to your political beliefs.
If it exsits its a loop-hole that needs to be closed.

You have to be entering from another country at the time and ask for political asylum. It can be hard thing to get, depends on the country they are from and the circumstances.
