here in my country, there is a governement establishment that keeps all the records of all the citizens.. maybe you have one there too.. just bring your i.d. and for a small fee you'll get what you need.

You must try to contact any Cuban Embassy or Consulate - use a search engine to find their tel no & email address - there probably isn't one in the US but the Canadian & Mexican Cuban embassies can send you what you need in the post.
You might end up having to wait weeks while papers that need signing and fees that need paying go through.
& if it all fails, then just get a boat and go toward Cuba.
