When is the best time to immigrate to us?

Most big Universities have already accepted people for this fall, though a few may still be taking applications. You will have a bigger selection if you apply in the fall, but that will be for the next fall. There are also smaller colleges you can apply to closer to the semester you want to enter. Go to the web page of the college you want to go to and check.
For employment, that is not usually so 'seasonal'. That will depend on your qualifications. Go to monster.com and look for jobs in your field, but be sure to tell them you have a green card, or they will think you are not really available.

Well most of our universities start in the Fall, so if you have to register ahead of time it is best to do so in the Summer. Most registrations are in the Spring, so I would just do it as soon as possible.
