My freind is living in with her american boyfreind and he told her to get that visa,they are here in the Philippines right now,and she's a Filipina,is she the one who need to fixed it? or he needs to be in the U.S and be the one to fixed it there.

The US citizen needs to petition for the immigrant. I recommend getting a US-based immigration attorney to help. It is very hard to immigrate from the Philippines as that country historically has a high incidence of visa fraud.
