Is that true if one person lives legally (for ex. with a student visa) for 5 years in the UK this person can apply for citizenship?

The answer to your question depends on your circumstances. Generally you will need to have lived in the UK for five years before you can apply for citizenship. However, you also need to get Indefinite Leave to Remain (ILR) and have had ILR for at least one year before your citizenship application.

In your example, it isn't possible to 'upgrade' a Student Visa to ILR. Therefore this will block you from applying for citizenship.

However, if you get a Highly Skilled Work visa (or one of many other visas) then you will be able to use this to get ILR (and subsequent British citizenship).
In Ireland the same applys except you would have to have worked for five years continually and have no criminal history in your country of origin.
