I was born in Stuttgart, Germany in Oct. 1989. Do I have dual citizenship?

I don't know what you carry as your dominant citizenship. I assume American. Born of American parents, you are a citizen of the United States, regardless of where you were born; however, appropriate paperwork must be filed, i.e. Report of Birth Abroad.
On Germany, you only receive German citizenship at birth IF one of your parents is a German citizen. Being born in Stuttgart means nothing--except it's a great city to call home! German citizenship goes according to parentage. Germany is one of the few countries in the world to still have that system.
If one of your parents is German, or has taken German citizenship since your birth, you could have dual citizenship. I recommend you check with the German embassy or consulate.

The German law does not allow for automatic citizenship because of your being born in Germany like in the U.S.A. If you are of German parents then you are German but if your parents lived in Germany legally then you had to attend the age of 18(without moving from Germany) to be able to ask for your citizenship yourself. If you parents were living in Germany illegally at the time of your birth then forget about being a German.
