Yes, it would be better.
But you've got to remember, there's no intention of securing the border, none! If they wanted to secure it they could do so now. Then, next year, they could say, "See, we did it. Nothing comes over the border that we don't know about." Amnesty would fly after that.
I think that first, the agricultural industry must PROVE they cannot hire Americans at a decent wage before they bring in temporary guest workers.
If they do this, then all must be legally here and leave on time.
If the order is border first..deportation concurrently and after border completion if necessary, and after the deportation is complete, and only then temporary agriculture jobs are considered, they would have time for the industry to PROVE or be DISPROVEN that Americans won't do the jobs.
There must some safeguard that the temps won't overstay before I approve.
