Because... precisely for that. A comprehensive migratory reform implies a selection of eligibility for each case and all those people who are involved in violations of law, have to go. If you feel free of guilt why to worry?
Because laws have to be implemented. If society doesn't live by the rule of law there soon won't be a society.
We won't have it soon, unfortunately.
We still have deportations because people are still getting caught being here illegally.

Nothing in government happens quickly. Either way people are going to get deported.
Yes, there's going to be a migratory reformation but unfortunately, they're deporting immigrants because they think that the less immigrants there are, the easier it'll be.

1. People who received deportation orders, have social security fraud convictions or have warrants out against them would not be eligible in any event.
2. IF is a big word.
3. It is against the law. Laws need to be enforced. No comprehensive immigration plan will be approved if a lot of people aren't suckered into believing our laws will be enforced going forward. Since business will always want illegal immigration, the only way I will believe enforcement will occur is if it is not discretionary and if citizen suit provisions are put in place allowing citizens to sue the government if they don't enforce our laws.
There are many practical solutions to this problem, but they all either make business pick up the cost of their workforce instead of having us subsidize below poverty level wages, or require STOPPING the problem. Neither of those are popular solutions to many in power.
However, our government is more likely to lose basic legitimacy with the American people over this issue than over any other issue on its plate, in my opinion.
