The G-Cit . an always leave the United States but depending on how long the G-Cit overstayed he/she gonna face a Ban (3 Years if the overstay was under 1 year & 10 years if it was over 1 year)

There is no way you could travel any where with an expire vista your held accountable for not renewing it.
He will be allowed to leave the US, but will not be allowed to re-enter.
You will be screwed from re-entering the US for 18 months... and depending on the Magic 8 ball, you might be placed on the Terrorist Watch List (j/k). My roommate accidentally overstayed her student visa and after traveling to Bermuda, was refused re-entry into the USA. She had to finish her degree from UC Berkeley through on-line courses and study abroad.
It sucked for her friendships, life opportunity costs and financial expenses. Don't become an illegal immigrant and you will be fine.
