Illegals do vote and La Raza Unida likes to brag about "registering" voters. It is illegal for them to vote and it is illegal to register but what's one more law? Are people really so naive that they think they don't vote because it's illegal?
When was the last time you voted and the registrar asked for ID?
Now to answer the question, the Democrats were hoping that the 20 million they were trying to legalize will put them over the top.
I was around then. I think I was around when the wheel was still square and dirt was still rock. Statistically it mainly comes down to voter turnout in swing states. I think you may well see a surge for the Democrats in the 2008 elections. After that...who knows.
Btw, Johnson didn't start the Vietnam conflict. Eisenhower put in the first troops and Kennedy escalated that up to 3000 "advisors" in 1961.
