Why would you do it? Wouldn't it be more noble to get your green card legally? Getting a green card shouldn't be a free ride. You should have to work to get into our country.

You don't need to pay money to participate in the Diversity Visa Lottery Program. Some people actually ask some agencies to participate in the program by paying them. But if you can read and type English correctly, you don't need someone to attend the program. Besides, the agencies are not the ones that select the winners but the USCIS is.

Green card lottery was alway free and no one could ensure that you would win it. Don't pay!
Also, beware that with your English proficiency (or lack thereof) your life in the US will not be easy.
It depends on what country you are from. I do believe you have to be outside the US when you apply though. If you are from certain countries you are ineligible for the Diversity program.
