Many. I can't give you an exact figure however it's not a requirement that they speak English in order to obtain a green card.

Lots of legal immigrants cannot speak proper English if they came here as adults. But they usually make sure that english is the first language for their kids.

Any English-only proposal is an insult to the real Americans, let alone an insult to our immigrant parents who came from all over the world.

You have to speak English to be a citizen and you have to pass a test.

I tried looking that figure up for you. Failed. Sorry. As an author, I have to deal with vocabulary lists that get simpler and simpler every year. Long ago, I could write at the eight grade level. Then, the readership vocabulary levels went down to fifth grade. I am writing barely at third grade vocabulary levels now. The question should be, how many AMERICANS do not speak English, at least moderately? : )

It seems that if the children don't speak English its a pretty good chance that the parents don't either.Interesting question.
Literacy rate: 95% to 99%. this was from the last US Census....I too, can see the "dumbing down " of this country.We seem to be sliding backward instead of getting our children ready for the future.We must as parents, stress education and see that our children follow through.Its time to be your child's parent,not their friend.
Presumably a bunch, since there is a special provision of the citizenship law that says if you are of 'advanced age' and have liverd here a certain length of time as a permanent resident, you can take the citizenship test in your native tongue.

But for old folks who aren't at work or school every day, it can be tough.
