It means you're filing for your K3 visa, I assume. Last year I filed for a K1, which is a fiance visa and has mainly the same waiting time. The time between our NOA 1 and NOA 2 was 4 months and within 8 weeks there after I had my visa. You probably need to file one more stack of sheets yourself, which they'll be sending to you.
Then they'll sent you a invitation for a interview at your local American embassy. Usually within 2 days you'll be having you visa in the mail, which they'll sent express.
There is a great website that was very helpful for us, I'll list for you, because all these people on there are i9n the same boat and keep timelines to tell how long it took for them. So someone from your counrty should be on there. Good luck, I know the wait is very hard, but when you're finally over it, you'll be so happy. It won't take you 7-8 years, don't worry, you guys will be united this year.
Bureaucrats do seem to take forever to do things. I would recommend that you call INS and ask about it. If you have a case number or receipt or something, anything, that can help them find your file.
They work the papers by the date recieved. The day before you they may have 25000 application to go thru and that takes months. Not sure what country you are from, but my stepson from the Philippines has already waited 8 years, and at the speed INS works, it could be 7-8 more.

Your husband should have received form I-797C "receivept notice" from INS after filing the papers to them. The process normally takes about 3 to 6 months without any delays or further proof or requirements from either of you. If there were delays, the INS will request for more info from your husband and he has about 30 days to re-submit the extra documents to them, then you can estimate another one month for them to process everything after the submission.
Don't worry about the processing time on the internet, it ususally not updated often, maybe like two months behind the normal process status. If you file last October/2006, the process should have been approved by December/2006, if there were no further requirements from your husband.
If your husband has not moved since he filed, then he supposed to have received updates from them, because we did.
If everything was filed correctly and there were no delays on your papers, then it should have been processed by now.
I would advice that he calls them up and ask for the status and see whats going on: 800-375-5283.

honey, you are not the only one wanting to immigrate to the US, these things take time, more than one year is normal.
If you sent it to INS then you sent it to the wrong place! There is no more INS.
