I think you have to provide sworn documentation that you will run away from anybody threatening your rights, and or property. An IQ of room temp or lower will help. Not bathing for a few weeks is also a bonus, from what I have smelled!

call the French Embassy and ask them that question. Canada wants people who got skills so they can go straight to work. not sit on their asses with their hands out.
If you really want to know the best bet is to contract the Embassy's (Canda and France) to get your answer.
A great place to visit but I don't think you want to live there. I talked to college kids in Vancover B.C. nearing graduation and asked them what they planned to do and their answer was to move to the United States ASAP so they could earn a decent living. Germany is beautiful but crowded with most people living in apartments and umemployment high and wages low. Why are illegal aliens beating down the door to get into the US.
