Answer:
It's your passport.. your agency shouldn't have it.. you should (especially if you're of age). If they have it then you don't know what's happening to it (eg someone could be using it to create a fake passport).
Contact the passport office/embassy or the polie regarding the situation. I doubt what they're doing is legal in any country.
