I don't see why not - though why go to the trouble when you can go and stand outside Tescos and pick up a fake passport for £10? :)
Of course you can apply. I'd love to be a fly on the wall of the passport office when it comes in. Not sure I'd want to be the next person in line when you're going through passport control though.
