i wish to get married here in ireland (civil) but i want to know if other countries like the USA or the Philippines will discover it...

Answer:
Civil or not there will be records, so discovery is possible.
Your question hints at a degree of personal misgiving...If you have doubts I suggest you re-think the situation from square one.
sounds like you already married ...
I'm with Bully on this one. Why does it matter if it is 'discovered'?

If you are trying to immigrate under a classification that requires you to be unmarried ( a higher preference on family reunifications, for example) and it is later discovered that you fraudulently stated your qualifications, you can lose the residency.

I don't know what you are hiding from, so it is hard to understand the point of the question.
