The Home Office uses the term "without restriction on stay" all the time.
Basically, it means you can stay in the UK for as long as you want. There are several ways that you could get this however getting Indefinite Leave to Remain (ILR) is the most common. The Home Office are now referring ILR as 'settlement' in the UK.
Do not confused ILR with a time based visa. Note that it is possible to have 'leave to remain in the country' - but only for a fixed amount of time. Do not confuse this with Indefinite Leave to Remain. Many students and work visas will be issued for two or three years - allowing you 'leave to remain' in the country for a fixed period time.
So if you do have ILR already, then you satisfy the requirement for becoming a police officer. If you don't then you need to apply for this. Further details about applying for ILR are available online.
