In Mexico, which I have traveled extensively, the plumbing is very old and the pipes are small, thus they cannot handle paper. People are trained from childhood not to flush the paper down the toilet.
A typical bathroom in Mexico has waste containers for the paper.
It's just a cultural difference.

A lot of them do because back home a lot use septic tanks and not proper plumbing with sewer systems. They get in the habit of not flushing it so down there usually their is a garbage can beside the toilet to put it in . So up here there is no garbage can so I guess that is why you see it on the floor.It is nasty isn`t it?
From what Ive seen they all live like pigs. So I say they all do it!!
Regarding the previous answers ,,it is no excuse,,learn to live like the majority of the peoples country you have decided to land in,, or **** off ( go away)
Some people of the river, (Missippissi) have a habit of bagging, or throwing their Toilet paper in the the trash.
.Antiquated plumbing seems to be the reason.I personally have not witnessed this "throwing on the floor" behavior.Most homes and businesses have a trash receptacle and they throw the used paper in there.If you lived where the plumbing was inadequate and didn't respond well to paper ,I'm sure you would do the same.You cant judge others behavior by your own standards here in the USA where as a whole we have good plumbing.
In Japan its bad manners to blow on your food to cool it before placing it in your mouth.In some Arabic country's its a compliment to belch loudly after eating.So you see other nations and people have different customs.Try to find out the "why" before you judge.
