yes, you do have to have an employer. I actually think that the employer has to vouch for you.
I think that every country would give preference to its people and if you want to work abroad you must have an employer willing to sponsor you.
If you are a British citizen you can live and work in Canada, New Zealand and Australia for 1-2 years under the Working Holiday Visa Scheme. Its really good fun. The least restrictive is New Zealand. After that time you can apply within the country for a permanent visa. Again if you're British you can live and work in any EU country for as long as you wish under new EU rules.
