No. You must be a legal resident of California.

Tourists cannot get a state ID because only residents are entitled to it.
Legally a State ID is for Citizens or Permanent Residents.
That however does not mean that a tourist can't get one illegally.
In order to get a state issued ID, you need to have a birth certificate or some other proof of citizenship and proof of residence in the state. Tourists have none of that, usually.
Yes, we want an address and time you will be home. I am not sure but an electric bill, water bill, and a picture ID is all you need. It is a good place to start. A drivers license is not far away. The taxes are easy to pay but hard to get back.

They will run your social security number through the system to make sure the data matches up before they approve an ID in California, so I think you can't, barring someone 'on the take'.
