Tell your friend to goto Mexico and enter from there. The Bush administration doesn't care who enters from Mexico. If your friend gets any flak from the border patrol the border agents will be reprimanded or sent to prison. US companies will hire your friend because the law against it is not enforced. Hey...your friend may actually be awarded citizenship if he/she enters through Mexico as part of the Bush Amnesty agenda.
well hopefully it is a woman because it will be easier if you marry them, but the fastest way is have them come over first on a work/college visa.
