Answer:
Unfortunately, the USCIS page I wnat to show you has been unlinked during the October 2006 web-site redesign.

I filed an I-129F petition and then a K-1 Visa for a Thai woman. Basically, the translation depends on the form and where it is being filed.

If the forms are being filed here and require translation for accompanying documents, the translated documents require a notice attached from the translator with name, address, and a statemment that they are fluent in both the languages of English and the language being translated. My fiancee took her documents to any old translation service in Khon Kaen Thailand and had them affix such a statement. That agency in Khon Kaen is definitely not approved or selected bu USCIS. They don't do that.

For documents being submitted to the local Embassy/Consulate in the fireign country, often they do not require translations of routine documents. For example, the Thai emabassy does not require translated documents because almost in the Thai embassy speaks and reads Thai and there is even one or two Americans fluent in Khmer for Cambodian applicants.

Check with the USCIS website for your specific petition and the Embassy website if you are submitting documents overseas.

There is a helpful FAQ and forum called www.visajourney.com which you can post these types of questions and also get expert answers.

Good luck
There are no "official" translation services. Anybody can translate a document for immigration. The translation just has to say at the bottom:

CERTIFICATION OF TRANSLATOR’S COMPETENCE
I, ______________________________... hereby certify that the above is an accurate translation of the original birth certificate in (language) and that I am competent in both English and (language) to render such translation.

Date and Signature of Translator

Don't pay a ton of money for "official" translations. If you know both languages, do it yourself. Not that hard.
