Not at all, but americans ussually go into any country and do whatever they want anyway.
Mexican migra does, and with a few bucks they will let you go and look the other way. As for our migra, no, and we don't want any thing to do with such a dirty and corrupt place.
I understand there have been a few operations where the Mexican govt and US govt extended apprehension ability over the border, when they were jointly working on something. However, generally not. There would need to be extradition measures taken.
