How hard is it to get a provincial nomination from Canadian Immigration?

I know Canadian Immigration, aside from having skilled-worker immigration programs, has a Provincial Nomination program where a province can grant you permenent residency if you are approved. How hard is it to get one of these nominations and how often does it happen?

What chance does an American with no criminal background, college education, and skills (Lifeguard) have of getting nominated?
