Should I report my neighbor who I do believe is an illegal Mexican?

Being arrogant is not proof that he is an illegal alien. There are plenty of native borns who are overly impressed with themselves. You have a lot of assumptions, none based on any facts that you told us about. Report him to the land lord for being rude of not doing his job properly. You don't have any reason to report him to immigration.

Gather more conclusive proof, then once you have concrete evidence of the legal status of your neighbor, you can report them. Filing a false report is a crime also, get proof of your claim beforehand.

If they are illegal and using false papers or doing other crime, and you know FOR SURE that they are illegal, then use your judgement on reporting them. If you have no idea if they are legal and they just act like jerks and you don't like them, then you should shrug it off and forget about it. Being Mexican doesn't make you illegal, and being a crappy snow shoveler doesn't mean you should be deported.
