right now the rate to get a new passport is about 12 weeks. and yes both the father, the mother, and all the children must be present (or if one of the parents cannot make it then they must fill out a separate form or get a power of attorney).
you must have your old passport and your actual birth certificate with you at the time of processing.

My son is 3 months old and we're traveling outside of the country in August. For him, both my husband and I needed to be present and it only took a few minutes to take his picture and fill out the form.
We paid extra to have them expedited since they say it could take 12 weeks now! Because we expedited, we got both of ours (my son and I) in 2 weeks! I definately recommend expediating if you need it soon!

well i just sent off for mine yesterday and i should have it by the ninth or the sixteenth of next month, so 3 weeks to a month for a new one for me, but the thing is mine is through the millitary which might speed it up but allso im in korea so it has to go to the embassy here so that could possibly affect the time it takes compared to how long itd take a civilian. biggest isue is the birth certificate, i might not get mine cause mine was a copy even though it had the seal on it and all.
