Can a Russian citizen travel freely abroad now?

If so is it only the more wealthy?

Yes, any Russian citizen can travel freely abroad now to any country in the world (with visa/passport/turist cards depending on the reqirements of the country they are traveling to)

At the Soviets times they could not travel to the capitalist countries especially the USA. They were required to get a special permission from their government.

That was not a problem for them to travel to the soviet bloc countries.

Yes, Russians can move about freely, as long as they have the means.

i believe they can, there are requirements i'm sure such as where you are going , how long are you staying and propose for the trip. i know that a passport is required forthem
My wife is Russian with a Russian passport. She can travel to a few countries....mostly the old USSR countries, but need a VISA to travel to most of the world.
Everyone needs a visa (even visa waiver countries have a 'visa' by agreement). People with more money have more options on getting one than people who don't have money, because people who don't have money are more likely to take funds and services for poor people in their adopted countries.
