You have to apply for citizenship first. Make sure you understand what is required before you want to come to a country. Visit it for a few months to make sure you want to live there.

Just do it! Make sure you can live for about 6 months on only what you have so that if you don't already have a job, you'll have time to find one. Get involved in community activities and just enjoy the culture of the country you want to live in.

first you must see how can you contribute positively to the new society that you want to join by checking job demands simillar to your college degree... you must get licensed to work & use ur qualifications in the desired country each have a specific exams, training procedures or others to get qualified... ofcourse an amount of money must be bought by you so you can establish your self before you can start working...

Good luck to you. As others have answered here, you should research the countries you are considering and whether they have need of your expertise. That you have skills in English is a plus in the western and european countries. Are you also able to write in English? Also, while you have a degree in your country, you need to check your prospective countries to see if they recognize your degree. Define what it is you have to offer. You haven't told us what sort of degree or from what institution. Nor have you told us what variety of English you speak and to what degree of proficiency, though your use of the term "college degree" and your inclusion of the indefinite article suggests American.
If you have nothing terribly unique to offer then why not to a course to teach English as a Foreign Language (TEFL) and go as a teacher of English to Japan or China?
