Mexico has recieved no Financial Aid since the late 70's(exception of natural disastes, but that goes both ways, doctors, medicine and equipment were deployed during Katrina From Mexico)
moreso because a fear of stings attatched, even now America tried to fund a Plan Columbia type Aid-package to help President Calderon, continue his Military crackdown (should I say SLAPDOWN) of Drug Dealers and Traficants. but Mexico only accepts equipment and training. no funds

Better yet, take a trip to Mexico because you're way, way off in your thinking. We don't send them money so they "can be a country".

Most of the money that Americans give in charity is not from the government, it comes directly from the American people, so even if the US government isn't giving to Mexico you can be sure American dollars are making their way to Mexico. Americans are the most charitable but are often accused of being greedy because the OAD only counts the money from the government.
