She does need to show bank statements/proof of employment to the US Consular officer in order to establish she is qualified for a US visa. However, if someone is telling you that she needs to show cash to someone at the embassy, or to a Russian official in order to be allowed to leave the country, that is a scam simply designed to separate you from your money. Most likely you will never see the girl (if she is a girl) or your money again.
