I have a stupid question. How can the government try & threated to deport someone that is American?

Just from the example that you gave about the police officer coming to talk to you trying to find a runaway - my guess would be that they were trying anything that they could so that they could find the child (scare tactics).
Considering what happens to many runaways - I don't agree with what the officer did, but I can understand where they were coming from.
If you are an American citizen then you cannot be deported unless you are stripped of your citizenship.

She could not be deported. Someone lied to her. The government didnt do it an individual did. Why I have no idea.
