get your spouse's foreign passport. Make a photocopy of it and get it notarized by a US notary. Print off and fill out a W-7and your 1040 (also signed by you), send them to your spouse to be signed and returned to you. Once you have both signed forms, Send them to the IRS office in Philadelphia, PA, but it needs to go to a specific office that deals with ITIN's so call the IRS and get the address.
