Somebody know if a Lebanese citizen can get a H2B visa to work in the States and any tips how to be approved?

if it's for your boyfriend then you are talking about H-1B visa. there's really no "tips" about how to be approved. First of all, the applicant has to have at least a bachelor's degree from a accredited college/university. then you have to have a legitimate company that does business in the applicant's field of profession and is willing to hire him to work in the U.S. and provide salary that is the same or more than the prevailing wage in the area the company is located. and someone has to pay the immigration a filing fee of $1400 and that's not counting the legal fee for the immigration lawyer if you are using one. One thing that's important to know is that there is a quota each year for how many H-1B visas to be approved. once the cap is reached, you are out of luck, no matter what. so you have to file as early as you can.
With the H-1B visa I believe you have to have a degree in some sort of profession. It is easy to get into the U.S. with a H-1B visa. There is a cap on the H-1B visa of 60,000(?) but there is also a reserve cap of 10,000-20,000 for teachers/professors I believe. A couple years ago Immigration *accidentally* jumped the H-1B cap by 20,000, which they ended up putting in a reserve cap to save face.

I don't think location matters much because they will do an extensive background check etc.. Ironically, half the time they don't do background checks. Example, Hezbollah member was given naturalization in 2002(?) with the last INS. The INS was dismantled not too long after 9/11 and changed to the USCIS. The reason the INS was dismantled was because the media jumped on it because of corruption.

There are many loopholes in the system. I know this because I did extensive research to figure out how the terrorists got into the U.S. on 9/11. Either the terrorists got into the U.S. because of negligence or because they were let in.

if you weigh the odds, it's almost impossible to get any type of visa to get in the US except for the tourism kind. he cannot work. there are plenty of qualified architects in the US right now, so he doesn't have a "special skill" that a US citizen could not provide the US. and the legal aid, plus the fees are far to expensive for a summer. if you just want to be with him for the summer, get him a tourist visa and enjoy your time together. but, give up on the work thing, it won't happen...at least not by summer.
