Short answer, no.
You would be best to shoot for a visitors visa if your purpose is to visit. The K-3 visa is used when one intends to reside in the US permanently. Whilst it is permitted to travel abroad without first obtaining special permission, known as Advance Parole, your spouse would have to apply to adjust status after entering the US on the K-3. This involves months of time, medical, interview etc etc. Too much time spent out of the US is not looked on favorably so again wouldn't suit your purpose. You would also first have to file the I-130 and then the I-129F. You would be looking minimally at 6-12 months or more depending on the country to have a visa in hand. Waste of time and money.
No. Don't even think about a Green Card if you do not intend to live in the United States.
