K1 Visa Question USA and Manila?

I just meet my g/f in the Philippines about a month ago. The requirements states "You must also have met with your fiance(e) in person within the last two years before filing for a K1 fiancee visa or K1 fiance visa."

What does that mean? Does that mean I can't apply until I have know her two years from meeting her or does that mean I can apply now for the visa even though I have only meet her a month ago.

You haven't "met" her yet as far as immigration is concerned. You are going to have to take a trip to the Philippines in order to really meet her.

No, she can't just get a tourist visa and come here. It's next to impossible for a Filipino to get a tourist visa.

You don't have to wait two years, but why would you marry a person half-way around the world you've only known a month or two? Give it some time.
Its ok if you met her yesterday. Its not ok if you haven't seen her in person in over two years. That's what it means.
Within means from day one up to 2 yrs. In other words you can not file for the K1 if the last time you were with her was more than 2 yrs ago, if so then you would have to visit her again before filing.
To put it another way, it means that you cannot apply for a K1 visa unless you have met in person in the past two years. If you have met in person, regardless of where the meeting took place, and regardless of the length of your relationship, you can apply.
