My sister in law keeping or hiding my wife to me or to the japanese immigration?

my wife went there as a tourist last june 2006. till now shes there. We dont have a argrument or anything else. And she love me so much. i try to contact my sister in law and wrote a letter. She did not responds. and did not gave any address of my wife. but she told me shes safe.
