If so, it's not official policy but you can be sure of one thing...Lots of them are noting what's happening here in the United States and (unofficially) thinking, "Hmm. What a great way to get rid of certain people". Actually, English government 'Transportation' of prisoners in the nineteenth century constituted 'encouragement'. No favorable analogy with Mexico today can be drawn from it though; Those 'transportees' were the pioneers who settled Australia.
