Permanent residents cannot sponsor their spouses. Pending adjustees (those whose I-485 is still pending) can add their spouse/children at the I-485 stage. Each dependent can join the case and file I-485 of their own as a derivative beneficiary in order to adjust status with the primary beneficiary. Once the I-485 is approved, however, no dependents can join the case; they have to wait until the new permanent resident becomes a citizen.
Note that student visas are nonimmigrant visas granted (at least in part) on the basis that you have a foreign domicile to which you intend to return. If you marry a US PR (permanent resident), you may have a problem re-entering the US if you leave (being married to a US PR suggests you are immigrating and do not intend to leave once you finish school). If you wish to remain in student status, as long as you don't violate the conditions of your stay, you probably are safer not marrying until he becomes a citizen.
In the meanwhile, you maintain your F1 and take OPT when your classes finish. If your OPT will expire before he becomes a citizen, try to find an H1 sponsor (keep in mind the quota opens April 1 each year for employment to start October 1 that same year). That way you can work while waiting for him to become a citizen. H1 is also a dual-intent status so you can get an H1 visa without promising to return to a foreign domicile when your stay expires.
Once he is US citizen, file I-130 and I-485 and I-765 and I-131 all together.
IMO, best process is stay student (F1) for now and DON'T leave the US, take OPT when done with school, change to H1 status ASAP thereafter, go abroad & get H1 visa stamped into passport, return to US, get married, file papers above as soon as he becomes a citizen.

If he is a permanent resident, you will have to wait years in order to be assigned a visa number and start the process itself ( that can take years too). If he were a citizen, the number is automatically available to you ( that was my case).
I think that you can start by filling the I- 130 and then when the number is available to you (4 years approx) file the rest of the forms.
