I am a USA Citizen living in the Philippines with my Filippino wife. How do I get a permanent Visa?

We also have a baby born in USA. I live in Mindanao?

Go the the closest Philippine Bureau of Immigration office. Based on your valid marriage to a Philippine citizen you're eligible for the Philippine equivalent of a green card. They'll provide you with all the forms and instructions. There are about 5,000 pesos in fees involved.

One question, what's your status there now? What kind of visa are you "living in the Philippines" on? When you go to the Bureau of Immigration office you'd better be in status. Those guys don't fool around. It isn't like the United States where illegal aliens are mollycoddled. You can expect to be heavily fined and possibly detained for deportation if you've violated their immigration laws.
You will need to file for a 13a Visa and here is what you need to Process 13a Visa

First thing is to gather the documents needed:
General Application form, filling fee 1,500 pesos
Request for Certification (for BI Clearance) cost 1000 pesos
Passport Pictures 20 pesos each
Open a bank account with both names of husband and wife
NBI clearance for yourself cost 200 pesos
NSO marriage certificate cost 125 pesos
NSO birth certificate for spouse cost 125 pesos
Letter request from spouse
Joint Affidavit of Legal Capacity to Contract Marriage
Joint Affidavit of Financial Capacity and Support
Legal Capacity to contract marriage
Divorce Papers
Medical cost 420 pesos
Quarantine cost 250 pesos

Now after collecting all the documents off to the BI and pay the 2,500 for the General application and BI clearance and then meet with a BI attorney which will go over all your paper work to insure you have all needed documents, MAKE sure you have ALL originals with you at this time for they can verify the copy as a copy of the original. OK, this is where you just have to wait until your get your notice to appear then you bring 10,500 pesos in to complete your 13a visa which will only be a probationary 1 year.

As for your baby if the mother was a Filipino citizen at the time of his/her birth shall be eligible for recognition as Filipino citizen. If not then you will have to apply for a 13a visa for the child also
