No he can not re-enter the UK, if he was deported he was deported for a reason, it does not matter that he has family here, and don't try to get him in illegally, or you will get deported.

Lets hope not, I've never known this country to deport anyone unless their home country applied for extradition (ok maybe that's not quite accurate, but you get my gist of the frequency that deportation happens!).

It depends why he was deported in the first place and why he wants to come back.
He may be able to come back on a Visitor's Visa, but that will only be for up to 6 months and then he will need to return home and reapply if he wishes to stay for longer.
He will have to contact the British Embassy in his country for more information and he will need to be sponsored by his family in the UK.
