I was born in 1970 in Rota , Spain to American parents. Can I get a dual citizenship?

Answer:
This is a fairly complicated analysis. You need to look at what are called the "transmission tables". It depends on the law in existance at the time of your birth, whether your parents ever lived in the US, and whether there was a retention requirement (requiring you to return to the US for a period of time).

EDIT: ok for those born to two US citizen parents subsequent to 1952, one citizen parent must have resided in the US at some point and there are no retention requirements if both parents were citizens. So like the first poster said, looks like yes
YES
Yes, so long as Spain allows it. You have to file, though, and if you are over 21 it is a few more hoops than when you were a child. Go to uscis.gov
I'm sure you are registered in SPain as being born there, you had to be born in a hospital, that makes you a citizen of spain automatically you must have your birth cert. with that you can get your ID, and Passport etc. etc.
Yes you can
