Depends on what is close. Many Cuban refugees die trying to make that 90 mile trek from Cuba to the US. Once they hit the beach they are safe.

Refugees can go from anywhere to anywhere else. There are political refugees who come to the US, there were thousands of refugees who fled Europe during the Holocaust, people who fled Louisiana and Mississippi after Hurricane Katrina were considered refugees, they're everywhere. The term "refugee" doesn't refer to a specific kind of person or a specific event.
Mainly 3rd world countries such as Honduras, El Salvador, Haiti, Columbia, Mexico and other Latin American Countries. Mostly they go to the USA. Unless they are fleeing CIA/Government death squads and then the go to Canada. A few Cubans who have relatives in Miami go there. The ones already there are the corrupt Cubans who supported Batista before Castro drove them out. There are many people escaping persecution in Africa and Asian countries that go to European countries. Check with a UN website, they would probable have more detailed info.
They escape from oppression,poverty and dominance and go to country's that offer them a better life. You must do your own research to get the most out of it.
I think in the beginning refugees probably escaped from war torn countries to the civilized countries like America Canada and the UK. Now i think its well know by the people in these same countries that if they 'seek asylum' they can have more than they ever dreamt of,for free. History is interesting though,to watch a culture build from nothing to a great state,and others come along and destroy it.
